The United States Postal Service operates its national headquarters at 475 L’Enfant Plaza SW in Washington, D.C. — a modern granite office building completed in 1973 and designed by Czech-American architect Vlastimil Koubek. The building is one of four office structures framing L’Enfant Plaza, named in honor of Pierre L’Enfant, the French-American architect who designed the federal city of Washington. The headquarters building, which sits just a few blocks south of the National Mall and is accessible from the L’Enfant Plaza Metro station, houses USPS executive leadership, the Board of Governors, the Office of the Consumer Advocate, and all major corporate functions supporting the world’s largest postal network.
Prior to the current headquarters, USPS operated from 1200 Pennsylvania Avenue NW — a 1934 classical revival-style building not far from the White House — before relocating to L’Enfant Plaza in 1973. Include your full name, mailing address, tracking number or article number (if applicable), a detailed description of your complaint, and the specific resolution you are requesting.
Step 1 — Contact Your Local Post Office
For recurring delivery issues, misdelivered mail, or carrier-related complaints, speak directly with the Station Manager at your local USPS post office. Station managers have the authority to investigate delivery problems, reassign carrier routes, and follow up directly with carriers assigned to your address. This is the most effective first step for neighborhood-level delivery issues.
Step 2 — Call 1-800-ASK-USPS
Call 1-800-275-8777 to open a formal service request. Have your tracking number (if applicable), your mailing address, and a description of your complaint ready. The representative will open a case, provide a reference number, and submit your complaint for investigation. Cases involving lost or delayed packages are typically reviewed within 3 to 5 business days.
Step 3 — Submit an Online Complaint
File a formal complaint online at usps.com/help/contact-us.htm. Select the topic that best matches your issue from the dropdown menu and complete the online form. Common categories include delivery issues, employee conduct, facility complaints, and billing disputes. Online submissions generate a case number and typically receive a response within 1 to 3 business days.
Step 4 — Contact the USPS Consumer and Industry Contact Office
If your complaint is not resolved through standard customer service, contact your regional USPS Consumer and Industry Contact (CIC) office. These offices handle escalated consumer disputes and can be reached by phone or in writing. Locate your regional CIC office at usps.com.
Step 5 — Write to the Office of the Consumer Advocate
For persistent unresolved complaints, write a formal letter to the United States Postal Service, Office of the Consumer Advocate, 475 L’Enfant Plaza SW, Room 4012, Washington, D.C. 20260-2200. Include your full name, address, all prior case numbers, a detailed description of the issue, and the resolution you are requesting.
Step 6 — Report Mail Theft or Fraud to the USPIS
