How to File a Complaint Against PayPal
Customers should keep transaction IDs, screenshots, emails, invoices, account records, merchant information, dates, and previous support case numbers before escalating a complaint.
Step 1: Contact PayPal Customer Service
Call 1-888-221-1161 or access PayPal Customer Service while signed into your account. Explain the problem, provide the transaction ID or relevant account details, and ask for a case or reference number. Never provide passwords or one-time security codes to an unsolicited caller claiming to represent PayPal.
Step 2: Use the Resolution Center
For unauthorized transactions, purchase disputes, billing issues, or qualifying seller disagreements, use PayPal’s Resolution Center. PayPal specifically instructs users who notice unauthorized activity in a Personal or Business account to report it there immediately. Preserve screenshots and evidence submitted with the case.
Step 3: Use Specialized Fraud or Product Support
If the dispute involves PayPal Credit, call 844-373-4961. Cashback Mastercard customers can use 855-520-0991, while Business Debit Mastercard users can call 866-888-6080. Suspicious PayPal emails can be forwarded to phishing@paypal.com. Using the correct product channel can speed up investigation.
Step 4: Send Formal Written Correspondence to PayPal Headquarters
For a serious unresolved corporate matter, correspondence can be addressed to PayPal Holdings, Inc., 2211 North First Street, San Jose, CA 95131. Include your contact information, transaction details, case numbers, dates, relevant evidence, and the specific resolution requested. Attach copies rather than original documents and retain proof of delivery.
Step 5: Follow PayPal’s Formal Dispute or External Complaint Process
PayPal’s U.S. User Agreement was updated effective September 14, 2026 with revised informal-dispute and arbitration procedures. Customers pursuing a formal dispute should review the current User Agreement before sending legal notice because the required dispute-resolution process and arbitration provider have changed. Depending on the complaint, external escalation may also involve the Consumer Financial Protection Bureau, state financial regulator, card issuer, bank, or another applicable authority.
