About Capital One
Capital One Financial Corporation is one of the most innovative and disruptive financial institutions in the United States — a technology-driven bank that pioneered data analytics and mass customization in consumer lending and has grown into one of the nation’s largest banks by assets. Founded in 1994 by Richard D. Fairbank and Nigel Morris in Richmond, Virginia as a spinoff of Signet Bank’s credit card division, Capital One transformed American consumer finance by using statistical modeling and information-based credit decisioning to offer personalized credit card rates to millions of Americans who had previously been underserved. The company is publicly traded on the New York Stock Exchange under the ticker symbol COF and is headquartered at 1680 Capital One Drive in McLean, Virginia — the company’s 31-story, 780,000 square-foot Capital One Tower campus, which opened in 2018 as the tallest office building in the Washington, D.C. metro area. Capital One is led by Founder, Chairman, and CEO Richard D. Fairbank, the only founder-CEO of a top-10 U.S. bank. In May 2025, Capital One completed its landmark $35 billion acquisition of Discover Financial Services — the largest acquisition in U.S. banking history at the time — transforming Capital One into a vertically integrated global payments network owner operating one of only two independent card payment networks in the United States alongside American Express. Capital One now employs approximately 55,000 associates globally and operates with approximately $630 billion in total assets following the Discover integration.

How to File a Complaint Against Capital One
Step 1 — Call the Complaints & Feedback Line
Call Capital One’s dedicated complaints and feedback line at 1-844-348-8660. This line handles all Capital One products including credit cards, bank accounts, auto loans, and “Discover, by Capital One” card accounts. Clearly explain your complaint, provide your account number, and ask the representative to formally log your concern and provide a case reference number. Most billing errors, transaction disputes, fee reversals, and account issues can be initiated at this stage.
Step 2 — Submit a Complaint Through Online Banking
Log in to your Capital One account at capitalone.com and navigate to the Message Center to submit a formal written complaint with a full account audit trail. This creates a documented written record of your complaint within Capital One’s system and typically generates a response within 1 to 3 business days.
Step 3 — Request Escalation to a Supervisor
If the first representative cannot resolve your complaint, ask immediately to be transferred to a supervisor or the Account Resolution team. Supervisors have greater authority to issue credits, waive fees, initiate formal investigations, and override standard processing decisions. Document all supervisor names, dates, and commitments made.
Step 4 — Submit a Formal Written Complaint
Email support@capitalone.com or write to Capital One Financial Corporation, Attn: General Correspondence, P.O. Box 30285, Salt Lake City, Utah 84130. Include your full name, account number, a detailed description of the issue, all previous contacts made, copies of supporting documents, and the specific resolution you are requesting.
Step 5 — File a Complaint With the OCC
Capital One, N.A. is regulated by the Office of the Comptroller of the Currency. File a complaint at helpwithmybank.gov or call 1-800-613-6743. The OCC will forward your complaint to Capital One and require a formal response and investigation within a set timeframe.
Step 6 — File a Complaint With the CFPB
File a formal complaint with the Consumer Financial Protection Bureau at consumerfinance.gov/complaint or call 1-855-411-2372. The CFPB requires Capital One to respond within 15 calendar days and publishes all complaint data publicly — creating a permanent federal record of your unresolved concern.
Step 7 — File a Complaint With the FTC
File a complaint with the Federal Trade Commission at ftc.gov or by calling 1-877-FTC-HELP (1-877-382-4357). The FTC reviews consumer protection complaints in the financial services sector, particularly those involving deceptive billing practices, unauthorized charges, and credit reporting errors.
Step 8 — File a BBB Complaint
File a public complaint with the Better Business Bureau at www.bbb.org. Capital One holds an A+ rating with the BBB and a public complaint filing typically prompts a faster escalated corporate response within 14 days.
