Army & Air Force Exchange Service
The Army & Air Force Exchange Service, commonly called AAFES or The Exchange, is the U.S. military’s large retail and quality-of-life support organization serving Soldiers, Airmen, Guardians, military families, retirees, Veterans, eligible civilians, and other authorized shoppers. Established in 1895, the Exchange operates department stores, PX and BX locations, Express convenience stores, gas stations, Military Clothing Stores, restaurants, malls, specialty services, movie theaters, e-commerce services, and other retail operations on military installations in the United States and overseas.
The Exchange is not a conventional commercial corporation. It is a nonappropriated fund instrumentality of the U.S. government and is directed by a Board of Directors accountable to Army and Air Force leadership. Its operations are largely self-sustaining through sales of goods and services rather than ordinary taxpayer appropriations. Unlike a private retailer that distributes earnings to shareholders, 100% of Exchange earnings support the military community through store reinvestment and contributions to military Quality-of-Life programs.
The organization entered a new leadership era in June 2026 when Brad Bingham became Director and Chief Executive Officer after the retirement of longtime CEO Tom Shull. The Exchange currently reports approximately $8.6 billion in annual revenue, about 24,000 associates, and more than 5,000 facilities worldwide. In 2025, it generated $513 million in earnings and returned $307 million to military Quality-of-Life programs.

For ordinary shopping issues, online orders, deliveries, returns, refunds, warranty questions, or account help, the best starting point is 800-527-2345. The Exchange also provides live chat through its Customer Service site. Have the order number, Exchange account information, product details, shipping address, store location, and purchase date ready before speaking with a representative.
If the problem concerns a specific military installation store, contact the local Exchange manager or Customer Service desk first. Store-level teams can usually address local purchases, facility conditions, employee interactions, pickup problems, and return issues more quickly than headquarters. If the complaint involves the website or a transaction that cannot be resolved locally, escalate through central Customer Service.
For formal corporate, privacy, FOIA, supplier, or regulatory matters, use the relevant headquarters department rather than the consumer line. The Dallas switchboard at 214-312-2011 can assist with corporate routing, while the Office of General Counsel maintains separate FOIA and Privacy contacts.
Complaints may involve online orders, refunds, store service, employee interactions, product quality, installation retail facilities, pricing, delivery, exchange privileges, privacy, MILITARY STAR, or another Exchange service. Before escalating, collect receipts, order numbers, store location, dates, employee names where known, account information, photographs when relevant, and any previous support case details.
Begin with 800-527-2345 or the official Exchange Customer Service chat. Explain the complaint clearly and provide the order number, purchase date, installation or store involved, and the specific resolution requested. Ask the representative to document the issue and provide any reference number available. Keep notes showing when you called, the representative’s name if provided, and what response or timeline was promised.
If the matter is store-specific, contact local store management. For logistics, privacy, MILITARY STAR, benefits, supplier, or other specialized concerns, contact the applicable department directly. Specialized teams often have authority and system access that ordinary Customer Service agents do not, so using the correct channel can shorten the complaint process.
If the first representative or local store manager cannot resolve the issue, request review by a supervisor, General Manager, or higher-level regional management. Provide the full history of the complaint, any case number, copies of receipts, and a concise explanation of why the first proposed solution was insufficient. Keep the complaint focused on facts, dates, and the resolution you are requesting.
Use the Exchange’s written feedback option or official online store-feedback form so there is a permanent record of the complaint. Customer feedback can also be initiated by calling 800-527-6790. Written complaints should identify the exact store or transaction and attach supporting documents where the form permits.
For serious unresolved matters, send written correspondence to Army & Air Force Exchange Service, 3911 S. Walton Walker Blvd., Dallas, TX 75236. Include your full contact information, store or installation, transaction details, earlier complaint history, and copies of supporting records. Clearly state the outcome you are asking headquarters to review.
Privacy or records-related complaints can be directed to the Exchange Office of General Counsel, Compliance Division. FOIA and Privacy contacts include 800-967-6067, 214-312-6103, schreurste@aafes.com, and privacymanager@aafes.com. Credit-card disputes involving MILITARY STAR should follow the dispute process stated on the applicable account agreement or billing statement.
The correct external authority depends on the complaint. Product-safety matters may involve the Consumer Product Safety Commission, financial or credit issues may involve the appropriate banking or consumer-finance regulator, and privacy or federal-record matters can involve the relevant federal oversight process. Complaints involving installation access or military policy may require the appropriate military chain or installation authority.
For disputed card transactions or payments, contact the card issuer promptly and follow the formal billing-dispute process. Consumers can also use applicable state or federal consumer-protection channels where jurisdiction exists. Keep copies of receipts, statements, screenshots, correspondence, and all Exchange responses before filing externally.
For serious disputes that remain unresolved after internal and regulatory review, consider the formal administrative or legal remedy applicable to the type of claim. Because the Exchange is a federal nonappropriated fund instrumentality rather than an ordinary private retailer, legal rights and procedures may differ from disputes with a conventional commercial corporation. For substantial claims, obtaining advice from an attorney experienced in federal or military-related matters may be appropriate.
