For insurance questions, call the Member Services number on the back of the insurance card because it is tied to the member’s exact plan. If the card is unavailable, customers with many employer or direct plans can call 952-883-5000 or 800-883-2177. Member Services is currently available Monday through Friday, generally from 7:00 AM to 6:00 PM CT for standard insurance support.
For medical questions, it is often better to contact the patient’s clinic or use the 24/7 CareLine at 800-551-0859. HealthPartners keeps insurance questions, clinical questions, behavioral-health navigation, Medicaid, Medicare, and appeals in separate support channels, so callers should identify the type of problem before requesting a transfer.
Have the member ID, date of birth, claim or authorization number, provider name, date of service, explanation of benefits, and copies of relevant letters ready when calling about coverage or a denial. For appeals, keep all supporting clinical information and written decision notices.

HealthPartners complaints can involve insurance benefits, claim denials, prior authorization, medical care, billing, provider access, customer service, discrimination, privacy, fraud, pharmacy benefits, or another member issue. Gather the member ID, claim number, provider information, date of service, explanation of benefits, authorization letters, medical documentation, and previous correspondence before filing.
Start with Member Services using the number on the insurance card or 800-883-2177 for many standard plans. Explain what happened and ask whether the issue can be resolved as a service complaint before filing a formal appeal.
Prior-authorization concerns should go to utilization management, behavioral-health problems to behavioral-health support, pharmacy questions to pharmacy services, and medical-care complaints to the relevant clinic or hospital. Using the correct department prevents insurance disputes from being confused with clinical complaints.
If Member Services cannot resolve the issue, ask for a supervisor or experienced benefits representative. For medical-service complaints, request the clinic or hospital manager or patient-relations function. Explain the prior response and why it did not resolve the problem.
Formal insurance appeals can be emailed to DRT@healthpartners.com, faxed to 952-883-9646, or mailed to HealthPartners Appeals, MS 21104G, P.O. Box 1309, Minneapolis, MN 55440-1309. Include all requested information and supporting documents.
For a serious unresolved corporate concern, send written correspondence to HealthPartners, 8170 33rd Avenue South, Bloomington, MN 55425. Include existing complaint or appeal numbers so corporate staff can identify the prior history.
Civil-rights and accessibility complaints can be directed to the Office of Integrity and Compliance at 844-363-8732 or integrityandcompliance@healthpartners.com. Suspected healthcare fraud can be reported to the Special Investigations Unit at 855-332-7194.
Insurance-regulatory escalation depends on the member’s plan. Commercial insurance complaints may involve the relevant state insurance regulator, while Medicaid and Medicare complaints follow government-program appeal and grievance rules. Patients can also use healthcare licensing or quality regulators for clinical-care concerns.
If an internal insurance appeal is denied, HealthPartners states that additional external-review rights may be available depending on the plan. Members should follow the external-review instructions included with the denial rather than starting an unrelated consumer complaint.
Some employer-plan members may have rights under ERISA after exhausting required appeals. HealthPartners notes that certain members may have the right to bring a civil action under ERISA after completing the required review process. Consider qualified legal advice before filing formal proceedings.
