Step 1 — Contact a BMO Representative Directly
The first step is to share your concern with a BMO representative at a local branch, through your online banking secure message center, or by phone. For personal banking, call 1-877-225-5266. Most billing errors, transaction disputes, fee issues, and account problems are resolved at this stage.
Step 2 — Request Escalation to a Senior Officer
If the first representative cannot resolve your complaint, ask to be escalated to a senior bank officer or branch manager. Senior officers have greater authority to reverse decisions, apply credits, and initiate formal investigations. Ask for a written confirmation of your escalation and a reference number. Step 3 — Submit a Formal Written Complaint

Step 4 — Escalate to the BMO Customer Complaint Appeal Office (CCAO)
If your complaint is unresolved after Steps 1 through 3, escalate formally to the BMO Customer Complaint Appeal Office (CCAO) by calling 1-800-371-2541, emailing complaint.appeal@bmo.com, or faxing to 1-800-766-8029. The CCAO is an internal independent body that reviews unresolved customer complaints without involvement in BMO’s business operations.
Step 5 — File a Complaint With the OCC or CFPB
If BMO has not resolved your complaint internally, file a formal complaint with the Office of the Comptroller of the Currency (OCC) at www.helpwithmybank.gov — the primary federal regulator for national banks including BMO Bank, N.A. You can also file with the Consumer Financial Protection Bureau (CFPB) at www.consumerfinance.gov/complaint. Both agencies require the bank to respond and investigate your complaint.
Step 6 — Contact the Ombudsman for Banking Services and Investments (OBSI)
If your complaint remains unresolved after 56 days from first submission, you are entitled to escalate to the OBSI — an independent, impartial, and free dispute resolution service for banking and investment complaints. Step 7 — File a BBB Complaint
